Default Wii Clip with Wii Free not programming

Can't program Wii Free chip in Wii Clip with Programmer.

I have tried all the suggestions I could find, I am using my Macs USB for Powering the programmer, which is connected to my Dell laptop with a 6 ft Serial Cable through com port 1, the serial port on the back of my Dell Laptop. I also tried it connected to my Dell laptop directly through com port 1, the serial port on the back of my Dell laptop.

I have tried winpic, picpgm, and ic prog. No success, the programmer has the light for power, the blue light. WHen programming I see the red light go on for "busy" but it never gets to the chip.

I have tried all ways of inserting the chip, and wiggled it around many ways. The chip is never recognized. So it is either the programmer or the chip is bad.

Who should I contact? Is this a common issue lots of people are having?

When I press the chip in hard and up, I do see a blue light on the Wii Free chip light up like it is trying to program, but I always get a failure anyway, and when I read from the chip it is always blank.
