Wii iso's are 4.7 Gb. A lot of this on lots of games is just blank space which has been written with dummy stuff to pad it out to 4.7Gb. Scrubbed is the process of getting rid of the padded stuff and just getting out what you want from the iso.
This could be the full game, or perhaps just the update files, or game dol etc...

The first wii releases were in .wii format, Zelda Red steel etc

This program converts (unscramble) them to a iso.

The wbfs part is just a converter. this program is not supposed to be a wbfs manager and will never will.
