1.0.1 does not work
Beta 2 & Beta 3 don't work either

it wants newer than Beta 3 but older than 1.0.1

Confirmed that it doesn't work with any version of Air that I could find.

You can use Stuffit Expander to extract the files and run the swf file with safari.

Since the MiiEditor site is no longer up and running, some of the features will be turned off.

Well, from this thread I got the AIR and I can confirm it wants beta 4, which timed out months ago. An official release for anything after beta 4 was never made, but I went ahead and repackaged it so it will run with the latest AIR version.

You can download it here. I will tell you now, it is self signed.

All I did was repack and make the necessary changes to do so. The editor itself is the AIR release version.

i have air 1.1.0.5790 and it says file is damaged
