I don't get what it is supposed to do? Do yo need the the key.bin file to run twilight princess and then run this? Or is this what it is...a boot script so we don't have to setup the exploit to get unsigned code to run? What is it exactly?
This is an actual program running in userspace and can accept input and do something useful?

You need the TP hack to run this, until someone puts it into an installable channel. When they do that, as has been done with the previous version, you'll be able to launch homebrew from a channel with no TP hack and no GC controller.

The attachment bellow contains the WAD file of the homebrewlauncher (WAD Installer is required to use this as an channel).

I'm wondering the same thing.

How exactly do I install the WAD? The readme for the WAD Installer isn't in english, and neither is the readme for this wad package.

Also do I have to worry about the same risks associated with pirating VC games if I install this homebrew channel?

Download wad installer v2, then put all of the wads you want to install (in this case only WiiHL 0.4 WAD) on the root of your sd card.
Boot wad installer v2 and when it asks you to press reset, do so and it will install the wad.

We don't know what nintendo would do, but I think their approach is to nab pirates, not homebrew coders.
They will probably only delete the channel with a new firmware update if the bug is fixed.

so how do you remove this program? wad uninstaller? or just simply delete from wii channels?

wad uninstaller. deleting the channel will still leave remnants it was installed like bad tickets.
