hmmm... your symptoms are exactly the same as for the LU64+ Wii's, so I think we should try the method that works for them. It won't harm your Wii so it is safe to try.
First try to install BootMii from here:

Use Bannerbomb to start the installer and install Bootmii and HBC from the installer.
The rest depends on how that goes, so let me know if you can successfully install Bootmii and I will try to help you further.
