The guide is awkwardly worded from step 7 to 8. The author, in step 6, should have put load the WAD batch installer from the LoadMii menu in 6f (pre 4.0 firmware). But from the way it is written, you think the WAD batch installer somehow automatically loads. So I see where your confusion is.
In any event, you performed it right and it shouldn't have froze like that. Without seeing it, I would have to say to you to perform a clean format of the SD card and then go through the guide from step 1 again. I would actually do a full format (not quick format) from windows to make sure everything is wiped from the card.
