The companies that develop the games don't care at all about how "low hardware" the system is. For them it's all about return on investment.
All other things being equal, a system with lower power actually costs less to develop for. That translates to greater ROI for wii development, *if* the difference in piracy compared to other platforms doesn't offset that gain. I don't know if it does, nor do you. Any supposition one way or the other is just unsupported speculation.
And why isn't the fact that the wii has a huge customer base a valid response to your question of why a developer might publish for a platform that's more easily hacked? A smaller percentage of sold units in a larger market may or may not be more financially lucrative, depending on how the numbers play out.

Definitely makes piracy easier than a modchip install, but it still leaves the problem of downloading, unraring, and burning games. Most people I know aren't capable of performing these simple tasks, let alone dealing with monkey wrenches like bad DVD brands and DL discs.
