I think the DVD update can surely update the Actel (as the actel series has in-circuit serial programming - look at the PS2), but the developers wanted to juice the system so they invented the jtag update system to make chips 'futureproof' - while great in theory, is useless in practice if no updates come out that use it.
I would think the actel code would rarely have to be changed, its setup to work more like a translator to do what the console needs done depending on what the console is doing. The flash/SPI holds the actual modification info, actel transates the DVD drive process and patches what needs to be done depending on the info in the flash.. Maybe this isn't how it works, but theres no SPI on the wasabi and it can update via DVD...
