You're missing the most important point. If you upgrade, and therefore need to downgrade, you CAN'T RUN HOMEBREW so how do you expect to run a downgrade utility even if you were dumb enough (s/dumb/brave if you really care to play simantics) to risk bricking your wii with it?
Bushing and Marcan have already come up with a solution. There is no need to downgrade your wii nor will there ever be. Since I don't think this was linked yet, you should read this:
