See, that's the thing. The more you go behind Nintendo's back and mess with the firmware (especially if it's with software with such a high chance of bricking systems, because that makes THEIR jobs harder), the more likely they're going to take action against homebrew. While I haven't really followed PSP homebrew in a really long time, for a while when it first got going it seemed like every week Sony was doing something new to brick or otherwise stop homebrew from being run. Nintendo's already taken their first step against homebrew since Datel released the Freeloader (which, granted, is more a step against the freeloader than homebrew), and the WAD installer and all of the VC piracy going on gives them yet another reason to activate IOS37 and fix the trucha signer in the system menu for good. That and I really don't want to see people getting banned from playing games online, especially if they're people like me who are using homebrew for legal purposes.
There's a reason xiaNaix has said not to post the downgrader here, and Bushing and Marcan are warning against this software as well. Wanikoko is banned from wiibrew. Contrary to popular belief he is not some almighty god of homebrew. Bushing, Marcan, Dhewg, Segher, and the others who made HBC possible make homebrew what it is. These people do their best to make Homebrew safe and reliable for the rest of us.
