Although it is true that we can load homebrew from original Wii firmware, that does not mean we are not limited to what IOS blocks. Certain hardware functions (such as USB transfer speeds) are being blocked from IOS. With a replacement firmware, we can remove such functions and fully unlock all hardware support.

Is it 100% necessary right now? No, but there most certainly will be a use in the future when a better means is accomplished. For instance being able to erase/re-write the firmware from one application at a single time instead of loading 2 to do the job.
